Research On Civil Servants Assessment Index System Based On Perspective Of Performance Appraisal

Civil assessment work is mainly dependent on the "People’s Republic of China Civil Law" and "civil service examination(Trial)" under the guidance and the current assessment index major problems following two aspects: one is not for the "moral character, ability, diligence, performance, inexpensive " five elements for further refinement of indicators; the second is for the refinement of existing research results of the five elements of the index, with correlation work performance appraisal of civil servants, there are questions. This study uses literature analysis, questionnaire study, expert advice, interviews and statistical analysis and other methods. By analyzing the literature, on the basis of expert advice, the Civil Service Examination Index System "expert consultation table", through statistical analysis of expert scoring, the following two studies:1) Through the preparation of an expert advisory table, using the Delphi survey, the expert in comprehensive evaluation of the importance of indicators to be selected, and the correlation associated with the civil work performance evaluation, the data on the basis of statistical analysis, arrive at a final assessment index system of the civil service. Germany: organization and discipline, fair, dedication, honesty and trustworthiness; can: implementation capacity, problem solving, administrative capacity, professional knowledge and skills, communication skills, unity and collaboration capabilities, public service capacity; Qin: job responsibility work motivation, work initiative, pragmatic; Grade: public satisfaction, the quality of conventional and temporary work is completed, the operating speed, effectiveness of the work; Lim: clean and honest, impartial, self-discipline, thrift.2) The Delphi survey and AHP combined using the method of statistical analysis of a variety of experts to judge the statistical analysis, in strict accordance with the Analytic Hierarchy Process calculation steps of data processing.
