Research On The Cooperation In The Field Of Inspection And Quarantine Between Xinjiang In China And Central Asian Countries Under The Frame Of TBT Agreement/SPS Agreement

With the function of multilateral trade system strengthening, traditional tariff barrier and general non-tariff barriers to trade are gradually eliminated, simultaneously, technical barriers to trade have been becoming the new method of the protectionism of trade. To any countries, especially developing countries (including China and Central Asian countries which China adjoins), all of things are worth to vigilant."Agreement on Technical Barriers to Trade" (the TBT Agreement) and "Agreement on the Application of Sanitary and Phytosanitary Measures"(the SPS Agreement) have become two main agreements to standardize the system of inspection and quarantine of members and resist the technical barriers to trade under the multilateral trade system of WTO. And other four countries among central Asian countries, besides Kirgizstan, are trying to enter WTO. Therefore, there should be long-term view on the cooperation in the field of inspection and quarantine between China and central Asian countries, and they need to keep unanimity with the rules of multilateral system on trade of the TBT Agreement and the SPS Agreement, striving for more national interests actively.In our country, the trade advantages of China and central Asian countries are mainly carried by Xinjiang area, so the paper proposes domestic and international (including bilateral, regional, multilateral) ways to promoting the level of cooperation based on Xinjiang, after analyzing current situation and issues of the cooperation in the field of inspection and quarantine between Xinjiang in China and central Asian countries. Also hope to make some contribution to develop the foreign trade of Xinjiang with these measures.
