In order to promote the development of local economy and society, the states located in the South Asia established the non-political organization--- South Asian Association Regional Cooperation. The organization had been developing very slowly from it was formed to the end of last century. Its integration accelerated obviously when the relation between India and Pakistan bettered at the beginning of the new century. But the integrating speed, scale and mechanism construction of the SAARC falls far behind the other regional organizations such as EU and East Asian Alliance, so few scholars work to SAARC and the works about it is according hard to find. This dissertation focuses on analyzing the causes lead the rapid development of the organization in the new century so as to prefigure its future.The research on the new development and the promoting factors of SAARC will devote to bringing forth new ideas in integration theory. Hence, the study is worthy theoretically. Meanwhile, the dissertation laying particular emphasis on the promoting factors is intended to get a panorama of the regional organization that draws attentions more and more these days. In this way, the study can provide reference to China for making or implementing a strategy of joining into a regional integration organization.
