Research On ASEAN Disaster Management Cooperation In The Context Of Socio-cultural Community Building

ASEAN countries are located at the junction of the Eurasian plate,the Indian plate and the Pacific plate and are highly sensitive to changes in the natural environment.At the same time,the uneven development level of ASEAN members has increased the organization's vulnerability to disasters.The complex and volatile natural environment and social environment have made ASEAN one of the most vulnerable regions to disasters in the world.Disaster threat has become one of the common challenges of ASEAN member states,which is related to regional integration and community building of ASEAN.To reduce the risk of disasters in the region,to strengthen the collective response to disasters centered on asean,and to ensure the environment for the survival and development of the people to be one of the core objectives of ASEAN social and cultural community construction.It is found that under the background of the construction of social and cultural community,ASEAN disaster management is in the transition stage from passive disaster relief to focus on disaster prevention and preparedness,and has achieved some results.But through the analysis of the Indian Ocean tsunami in 2004,Nargis storm in 2008 and Haiyan typhoon in 2013,The multilateral cooperation on disaster management centered on ASEAN is not yet mature.It is mainly manifested in the weakness of the regional disaster relief resource system,the lack of authoritative decision-making mechanism and the weakness of consciousness caused by the power dilemma.It has formed a contradictory situation in which the advanced system and backward execution force coexist.It has not met the requirements of "one ASEAN,one response" in the construction of ASEAN social and cultural community.The construction of ASEAN social-cultural community is still in the stage of theory over practice.
