This study tries to work out a set of scientific and normative measurement questionnaire for the skeleton public servant's self-efficacy. On the basis of this, the degree of self-efficacy was measured and compared. Thus providing some theoretical and methodological support to the practice of the selection, assessment, and training of the public servant team.This research showed the factors for Self-Efficacy of Skeleton Public Servant by the exploratory factor analysis and the confirmatory factor analysis on the basis of theoretical analysis, data analysis, interview and questionnaire surveying. The exploratory factor shows that the self-efficacy of skeleton public servants consists of four factors, which are: relationship efficacy, cognitive efficacy, innovation efficacy, body efficacy. By compared and measured, the results show that the structure validity of the scale is good as well as its reliability. The self-efficacy of skeleton public servants differs significantly in four dimensions, which are sex, age, position style, working region. Self-efficacy can evidently influence and effectively forecast working behave, then establish a regression equation (y=5.367+0.105x). With the questionnaire, we can know about the skeleton public servant's self-efficacy on base of the test scores and tell them instructive suggestions in order to help them to enhance self-efficacy.
