Government performance, as both a measurement of the achievement and result of government output and management and a unity of managerial purpose, work efficiency and social benefit, can be evaluated from three dimensions: social output, social cost and its implementation. The degree of satisfaction can be an indicator of social output of a government, whereas its social cost can be checked by procedural audit. Moreover, the whole process of government performance can be judged on the basis of efficiency supervision, which can further promote its performance in public administration.This paper discusses the development of administrative supervision from the new perspective of the improvement of government performance. It contends that efficiency supervision as both the starting point and objective of all administrative activities can facilitate the efficiency construction and promote the effectiveness and function of the supervision itself. It can be regarded as a strategic option for the sustainability of administrative supervision. Following a theoretical analysis of the relationship between efficiency supervision and performance improvement, this paper describes the current situation and existing problems. Based on a case study of local government performance, the author proposes some solutions to the existing problems in the current practice. The author also points out the importance of establishing a feasible supervision system and ensuring its independence and authority to promote the government performance.
