Research On The Administrative Supervision Efficiency Promotion Measures In The Context Of Information Era

Administrative supervision plays a very important role in the activities of state administrative management,and it is the guarantee to build a rule of law government which operates in an efficient,innovative,clean,and service-oriented way.The development of Information technology and its wide application in government management and social economy has provided the basic technology platform and basic data for administrative management and administrative supervision;it also changes the methods and concept of administrative supervision.With the application of information into administrative supervision system,the operation of power can be regulated as well as improving government efficiency,administrative transparency,and administrative supervision.Information technology not only promoted the generation and development of e-government and m-government,but also has a profound impact on the subject,object and environment of administrative supervision.Through the case study of e-supervision,the implementation of sunshine government and network supervision,we can find that the status of administrative supervision object,the state of government information isolation,the public expectations for government governance,the supervision ability of administrative supervision subject and the platform for surveillance participation are all changed under information environment.Information technology provides a good opportunity to improve the effectiveness of administrative supervision.However,there're still some problems to be settled on the aspect of administrative supervision,for example,the existing limitations in the cognition of the subject,information disclosure,right use of power,laws and regulations,construction standard of e-supervision,effectiveness evaluation system,etc.All these indicate that the integration of administrative supervision subject and the government information data platform is incomplete,and the top-level design of legal system is not perfect.To improve the efficiency of administrative supervision,there are some measures,such as strengthen the construction of the administrative supervision subject,standardizing the information disclosure of administrative object,strengthen the construction of regulations,improving e-surveillance system,improving the efficiency evaluation of administrative supervision.
