This paper analysis the definition of the terrorism at beginning. The international maritime also faces serious threat of the terrorism, needing adopt laws to carry on rules and regulations urgently. The article analysis some characteristics of the international maritime , for example the multinational labor force, numerous links , lack of understanding between parties ,"convenient flag", ,difficult in management of sea etc., considers that the international maritime is more easily assault by terror, points out that the personnel, goods and ships may be used as the tool or the object of terror attracts .In this paper, the international maritime anti-terror law is divided into three types; first is United Nations charter and relevant documents. This paper enumerates 13 conventions and declarations of United Nations. And 7 of them ,including"Convention for the Suppression on Unlawful Acts Against the Safety of Maritime Navigation", have relation with maritime safety ;second is the documents adopt by international maritime organization, which are the outline document of the international maritime anti–terror law .Convention on safety of Life At Sea(SOLAS 2002) and International Ship and Port Security Code (ISPS ) are introduced in this paper . Third is anti-terror law on shipping safety of important shipping countries, for example USA .After "911" affairs, some shipping safety act have come into force in USA ,including Container Security Initiative(CSI) , 24-Hour Advance Vessel Manifest Rule, Customs Trade Partnership Against Terrorism(C-TPAT) ,which are introduced in this paper .And there is some comment on them .At the end, the paper tries to put forward some ideas on establishing the whole structure of China maritime anti-terrorism legislation in accordance with the development of our country's maritime industry as soon as possible.
