With the development of modern society, administrative power is getting involved in almost all aspects of social life in a more active way. As a result of it, the idea of "limited government" advocated by modern democratic countries comes into contradiction with the contemporary doctrine of "service-oriented government". The government is bearing the responsibility to serve the society in all possible way, which requires it to pursue social benefits with the most active approach, so government's functions are continuously expanded, becoming more and more diversified and complicated. With this background in sight, the cases of civil rights violation caused by illegal administrative activities and maladministration are increased day by day, and thus stimulate people's demand of seeking readdress through various means. After the World War II, as reward to the great efforts by nations around the world to seek an effective way to readdress illegal administrative activities, and the even more urgent maladministration, the unique ombudsman institution came into being.In consideration of the fact that the supervising and readdressing mechanism of maladministration is yet to be completed and perfected, the author makes an in-depth look into the ombudsman institution, and an analysis on the feasibility of introducing the same into our country, which of course is conducted in light of the actual situation. By taking the ombudsman institutions of Sweden, Finland and Britain as key research objects, the author sketches out the origin and status quo of the institution, and its relationship with maladministration readdressing. In addition, the author theoretically defines the ombudsman institution by introducing its organization, functions, powers and working procedures, and makes an analysis on its features and relationship with judicial review.
