Coalition and profession are the two main currents in the contemporary world of enterprise development, but to China, groups are more apparent. Major state-owned enterprises are groups; meanwhile, it is our aim of strategic restructuring of state-owned enterprises. Enterprise group is doing well to our enterprise development, but the shortcomings and defects of enterprise group pose many difficulties to our enterprise development. Thus, the scholars of law, economic, management and even sociology put forward so many suggestions to promote the development of enterprise grope. And law scholars often neglect a basic issue that what on earth is law play a part in the governance of state-owned enterprise groups. I think it is a key issue and it will be the main concern of this article. I will illustrate it by law, economic and management, and by means of compare and investigation. I want to draw a conclusion to the issue through the article.The article is about 38,000 words, and has four chapters and the main content of each is following:Chapter â…  is proceedings.
