Vulnerable groups is a relative concept, referring to those who can not meet the accreditation standards of living of society and need to rely on national and social forces to help and support to change their "weak" position. The problem of vulnerable groups is a common social phenomenon in the history of human development process, which exists in any country at any time, and shows specificity with different patterns of social development and stages of development. Now China is in a period of social transition. The in-depth reforming and the social disintegration caused by the changing of social structure have intensified the problem of vulnerable groups. Especially after entering the 1990s, the "weakening" trend of the vulnerable groups becomes more pronounced and obvious, and has become one of the factors that influence our country's social stability and development.In the history, representative explanations for the existence of vulnerable groups are the personal responsibility theory and the theory of social responsibility. Personal responsibility theory questions from the perspective of individual specificity and believe that the emergence of vulnerable groups is caused by himself (including his family). Early in the Western industrialized period many upper-class people hold this view. Since the mid-20th century the theory of social responsibility begin to become dominant in developed countries. According to this view, the phenomenon of vulnerable groups is caused by the society. Its verification method is : Why the persons previously are not disadvantaged groups, but has now become vulnerable. Are they willing to become marginalized, poverty-stricken, and disadvantaged? It is the social change, the distribution mechanism of social benefits that enable them to lose opportunities and become marginalized. Specifically speaking, it is the government's policy, which was in favor of the strong and abandoned the weak people. So it's the responsibility of the government. Of course, using one theory to explain all the phenomena of vulnerable faces challenges, but if it is focused on the more serious phenomena of vulnerable groups, we may then be more in favor of the social responsibility theory. According to the theory of social responsibility, the government should adjust its policy to be in favor of vulnerable groups. The emergence of large number of vulnerable groups in our country, on one hand, is the negative impacts brought by the economic reform and social transition, on the other hand, is because the vulnerable groups can not meet the requirements of reform and development with their low cultural quality and poor labor skills. In this thesis, more attention is paid to the crowd that were divided up because of the changes of system and transformation of social structure since the reform and opening up, that is, "the vulnerable groups in the reform". Therefore, we must study the theory of social responsibility starting from the analysis of a system of government support to vulnerable groups, from the perspective of public policy adjustment...
