Study On Government Function Of Township During The Construction Of New Rural Reconstruction

Solving issues concerning Agriculture, Countryside and Farmers is the most important task for our Party. After the Third Plenary Session of the 11th Central Committee of the Communist Party of China, our Party sum up the experiences in the past, initiated the cause of Reform and Openness to the outside world starting from the countryside by strengthening agriculture, enlivening the countryside economy and making the fanners richer.Currently the GDP per person in China has exceeded $ 1,000, and the industrialization and urbanization is showing a healthy tendency. This is the period in which the issues concerning Agriculture, Countryside and Fanners could be best solved, and also sensitive period for ignoring the Issues and leading to more serious of various contradiction. The Fifth Plenary Session of the 16th Central Committee of the Communist Party of China firmly advanced a new requirement to construct Socialist New Countryside through grasping the overall situation of socialism modernization drive construction. The No. 1 Document issued by the Central Government in 2006 not long ago, that is Opinions on Promoting Socialism New Countryside Construction by the State Council of CPC made an overall plan and deployment on constructing the socialism new country for the present and the future, which showed the confidence and determination of the Party to solve the Issues concerning the agriculture, countryside and fanners. As the grassroots authority that connect the high authorities of the state and the township society, performance of the function of the town government has close relationship with the solving of the Issues. Currently it is common for the government to behave "beyond its running scope", or to "involve in the affairs which are within other's scope", or to "fail to fulfill its duty", which will not only endanger the relationship between officials and farmers, but also affect the stability of social order, So it is necessary to position the role and function of the township government, transform the function of the township government and solve the problems mentioned according to the requirement of constructing the socialism new countryside.This article is focus on how to transform the function of the township government under the background of constructing the new countryside.
