Research On The Function Of Our Country Township Government Under The Rural Economy Development

Since the reform and opening-up policy, our country rural economy has had the considerable development. But a lot of new problem has appeared simultaneously. The development of Agro-Industrialization is slow and the trend of peasant income growth has appeared gliding down and so on. At present accelerate the development of the rural economy and construction of socialist new countryside, which has already become the key of China's economic rand social development. The township government takes as the most basic unit of political power. The localization and performance of its functions is bound to the rural economy development.This paper embarks from the special status and management characteristics of the township government as the lowest level of administration in our country and elaborates its important impetus function on promoting rural economy development. But after the rural tax-fee reform, the problem of township fiscal gap became more serious. It has brought new challenges to perform government's functions. The academic circles also have the viewpoint of abolishing the township government. However, the author believes that, at present, from the overall realistic situation that our country rural economy development is quite backward. We must strengthen the township government function to promote the rural economy development.This paper analyzes the situation of the township government function's performance and the existing problems. And also analyzes the internal and external reasons. Elaborate the macroscopic conditions, the state policies'supporting and the reform of township government itself, which do the township government function positing and performance need.On the basis of front analysis, finally launching elaborates the countermeasures which realization of the township government function, the reasonable localization and better performance. The township government must positioning and perform its economic function, promote the strategic adjustment of the Agro-Industrial structure, impel the Agro-Industrialization, and simultaneously vigorously cultivate the rural market, maintaining the market mechanism and so on to impel the rural economy development. At the same time elaborated the localization and the supply of the public services, and the strengthening the rural infrastructure construction, which can create the conditions for the rural economy development. The township government should also make great effort to the countryside science and technology culture education enterprise. The township government must display the social and the cultural function to provide supporting for the rural economy development.
