The foundation of running the country according to law and building a socialist legal state is an administration by law. Other documents of administrative norms as a kind of important means that the administration exercises a function of administration organization and service, which are closely related to promote administration according to law, is one of the key paths which carries out to cure country by law. But, because of that so many shortcomings exist such as primary unknown, unclear authority, uncertain name, incomplete procedures and poor supervision of the document, and the facilitation of documents' establishment, sanction, release, the simple supervision, whenever and wherever administrative agencies almost can release other documents of administrative norms to any items. Once these documents unconstitutional, illegal, the harm is mostly direct and obvious. Consequently, the norm of other documents of administrative norms is utmost urgent.
