Innovation Of Government Emergency Mechanism Under The Background Of Technological Disaster

China's economic and community is on a development period now, traditional industries need upgrades, the high-tech industries is flourishing, in the light of international experience, such a background will lead to the occurrence of technological disaster easily-- these years, there were lots of accidents happened in china, causing serious losses to property and the fact is just proving this point. Seriously settle these issues and strive to improve the capacity of disaster management what is required to improve the government's ability; it is also the government's urgent affairs.This paper is in virtue of Rae Zimmerman's theory of disaster management who is working at New York University, USA. In the first chapter, I outlined Professor Zimmerman's theory of disaster management and detailed comparison the differences between natural and technological disasters, took the phase management to the management of natural disasters, and scientific understand the evolution of technology. Chapter 2 introduces foreign government-related contingency mechanism status quo. Chapter 3 analyses the current situation that the country's current disaster management system's excellences and severe illness. By the first two chapters, indicate the need for innovation, and then in Chapter IV I indicate the objectives and principles of technical disaster contingency mechanism. Then in Chapter 5 suit the remedy to the case, use for reference from some developed countries: the dominant force in a selective focus, long-term safeguard, priorities and proposed countermeasures. At last mention some countermeasures what aim at these aspects.
