A Study On Government Emergency Management In "ding-wu Disaster" Of Shanxi Province

Inrecent years, with the rapid economic and social development, thedamage and destruction of natural disasters are increasing, it alsohave a serious threat to the stability of our country and society.Although we have already a more perfect natural disaster emergencymanagement system of government, but when face to serious naturaldisasters, the emergency management system is showing manyshortcomings and the insufficiency, so we must perfect the naturaldisaster emergency management system of government in ourcountry, it has an important theoretical and practical significance.It is a drought that happened in Shanxi between 1872 and 1880.The situation of this disaster is so heavy, the time is so long, theextent is so widely that there is extremely rare in history. History ofthis event called“Ding-wu Disaster”. After this disaster, the Qinggovernment has rapidly taken positive measures to relief the disaster,like donations, relief food、grain price balance and tax break, butfinancial embarrassment, insufficient of the storage capacity and theofficials bribed and corrupted, and so on that made the relief effect is very limited. This disaster caused serious damage to the populationagricultural, commercial and industrial of Shanxi. This paper makes"Ding-wu Disaster" as a access point, analysis the emergencymanagement measures of the government in disaster and focuses onits advantages and disadvantages in the implementation processfinally, based on the experiences, we probes into emergencymanagement of the government in this disaster for contemporarydevelopment, so we can make the past serve the present, and takehistory as a mirror.Firstly, this paper introduces the basic situation of the "Ding-wuDisaster ", expounds the cause and influence of the disaster. We alsodeeply discuss the measures, relief funds and the source of reliefgoods. Based on the above research results, this paper mainlyfocused in evaluating emergency management measures of thegovernment in "Ding-wu Disaster ", and introduced various factorsthat influence emergency management of the government. Finally,this paper summarizes and analyzes the pros and cons of government`s emergency management in "Ding-wu Disaster ", and combined withthe real situation of natural disaster emergency management in ourcountry, and we hope provides some feasible suggestions to perfectand development the current natural disaster emergency manage—ment system in our country.
