Study On The Cooperative Governance Relation Between Central Government And Local Government Based On Regional Governance In Our Country

Recently, with continuously proposing of regional economic program in our country, its development attracts more attention and dedicationfrom central government and even local government. Local government also expects sufficient supports from central government, with which regional economic develops sequentially. In this circumstance it is inevitable to encountering various governmental cooperation issues with further process, which require more cooperation from all levels government. In our country, central government and local government contacts intimately, which requests mutually management of authority, resources exploitation and regional cooperation for the sake of the ultimate goal under the condition of frequent communication between different level governments. Thus, it is significant that innovating cooperation mechanism for our country effective governing.In this thesis, based on cooperative profit theory, prisoner’s dilemma theory, intergovernmental theory and other fundamental theory, absorbing academic research results of domestic and overseas scholars, combining governance practices in our country and foreign experience of building typical cooperation governance relationship between governments,problem of cooperation between central government and local government is thoroughly analyzed, so does the root reasons, then a series of path choices are proposed addressing on regional governing practices. The main contents are as following: intensifying the co-governance concept, building co-governance thought gradually; rationally defining the administrative system function of central and local government with clear division of labor and close cooperation, with which promoting the establishment of more harmonious central-local administrative relations; constructing incentive mechanism, benefit sharing and compensation mechanism, restriction mechanism and polycentric cooperation governance mechanism et al., with which promoting the construction of more effective and rational examinational system for government officials, legalization of benefit sharing and co-governance rules and construction of polycentric governance network et al.. With launching and advancing of the above relative measures, a positive co-governance system has been built up from multi-aspects.
