In order to defeat crises, the government needs to combine the resources of the whole society and handle it actively. Since the public crisis takes place constantly, and the crisis management becomes more mature, a new predictive management module, crisis mitigation arises. The governments of developed counties always pay special attention to the crisis mitigation.Since 1990s, all sorts of natural disasters, industry incidents happened frequently. The political and economic reform of our country has already been in a sensitive period. A great of inducement involving political system, economic system, and culture system of traditional morals, make the public crisis demonstrate take place in high frequency. So building an available crisis mitigation mechanism has an important significance to keep our country developing stably, and increase the administration ability of the Party. The government should study the advanced experience of public crisis management in foreign countries, especially for the government of China in transformation. Meanwhile, we should learn from their failure too, in order to find our own way to build China crisis mitigation mechanism.At present, our government has political and organizational advantages in crisis management, but it also has some shortages, especially in crisis mitigation including lack of realization of crisis management, the abuse in public financial system and public administration system, improper management in public crisis information, ignorance of civil originations and the power of society and so on.These shortages are exposed fully in the water pollution in Songhua River, the invasion of Flaveria Biolentis Kuntze in Hebei province, and the tax drivers strike in Yinchuan. Seen from these crises the insufficiency of the old crisis management and the need of crisis mitigation mechanism are realized by the whole society. An effective crisis mitigation mechanism should be built on the fully realization about crisis.
