Since 1990's, the stability of community environment is increasingly challenged by uncertainty and complexity. A series of global public crises, such as the SARS and Tsunami, occurred successively in recent years that make governments and international organizations directly confront with new challenges. The globalization of the public crisis indicates that the strengthening the government' s abilities to address and manage the public crisis has become an urgent task.The global public crisis, tragedies of human civilization, destroys normal social order, threatens the safety of human lives and properties, decrease the reputation of government. Abruptness, indefiniteness, destructiveness are the characteristics of the global public crisis. The purpose of crisis-managed is to prevent and cure the crisis effectively, reduces losses that the crisis brings about. Government can achieves these goals through a systematic public crisis management mechanism to give proper warning, responding, curing and resuming to the crisis. In order to control further spread of damage after crisis, governments should fulfill their duty in handling the situation, alleviating the loss, to defend the civil rights the property right, and the national security as soon as possible. Public crisis management has already become one of the vital issues of government's public management all around the world.The public crisis management became a key project for Chinese government and society. Firstly, some information shows that China has entered crisis era. A series of urgent public crisis are increasingly becoming a thorny problem in our society. Secondly, since SARS crisis in 2003, Chinese government has successfully handled many global public crises which not only help to accumulate abundant global public crisis management experiences, but also help to expose some problems in the government crisis management.
