Abruptness, indefiniteness, destructiveness are the characteristics of the global public crisis. The purpose of crisis-managed is to prevent and cure the crisis effectively, reduces losses that the crisis brings about. Government can achieves these goals through a systematic public crisis management mechanism to give proper warning, responding, curing and resuming to the crisis. In order to control further spread of damage after crisis, governments should fulfill their duty in handling the situation, alleviating the loss, to defend the civil rights the property right, and the national security as soon as possible. Public crisis management has already become one of the vital issues of government's public management all around the world.The public crisis management became a key project for Chinese government and society. Firstly, some information shows that China has entered crisis era. A series of urgent public crisis are increasingly becoming a thorny problem in our society.
