The Strategic Control Of Government On The Virtual Community

As a latest-model social form ,the prosperity of the virtual community has brought about historical challenge to the administration capability of the government apart from its overall and profound impetus to the global integration process of human society。At present ,the government is in the passive situation on the administration of the various outstanding issues of the virtual community ,i.e. ,it only offers one way for a single issue or at most just realize partial control on certain issues and does not have breakthrough on the strategic level which has overall significance。Since the issues of the virtual community merely represents the extrinsic disorder of the development of virtual community ,the government has other more embedded reasons for the effective control on the virtual community。Therefore ,the government deems the overall strategic control of the virtual community as an urgent historic topic。As a result ,the dissertation apply the relative theory on virtual community ,strategic theory of the public department and social control theory ,attempting to solve the historical topic thoroughly ,which now is confronting the government ,on the theoretical and practical level ,by concentrating on the four fundamental issues as follows:●Why does the government endeavor to control the virtual community?●Can the virtual community be controlled by the government?●What is the basic theoretical basis of the strategic control?●How to establish actually the basic construction of the strategic control on the practical level?The dissertation is divided into three parts:The first part provides the definition of the research object-the virtual community in the narrow sense ,and then gives a detailed analysis on the features and connotation of the virtual community ,overall laws of its historical development and the outstanding issues of the virtual community。The second part first explores the embedded reason for the realization of the strategic control on the virtual community by the government。Then ,on the basic analysis of the fundamental connotation of"the strategic control ,the author brings forward the relative theories of strategic control on the virtual community by the government and stressed that the strategic positioning of the government in the basic construction of the strategic control should be the"powerful government in the idea of"Powerful government promotes powerful society ."The government should adopt mainly the legal instrumentality with other social control measures complementarily。The third part analyzes the four major targets for the government in realizing strategic control on the virtual community and meanwhile suggests five strategies in establishing the basic construction of the strategic control。The said five targets set the establishment of highly-effective virtual government and realization of the strategic transformation of the government as the core strategy。...
