Contrary to "personal rule", "rule of law" can be defined as one tactics or principle of governing a country, which is based on democratic politics. As one principle of governing a country, "rule of law" is sharply different from "legal system", which is the abbreviation of "law and institution". After this basic differentiation, in the dissertation, the author proposes that Deng Xiaoping's thought of governing a country be thought of "rule of law" and makes a tentative study of Deng Xiaoping's thought of "rule of law"Deng Xiao-pings idea of rule of law is an important part of Deng Xiao-ping theory. It elaborate mang vital questions which are the people are widly concerned with but are easy to deviate from the truth. such as how to avoid the mistake made by The Cultural Revolution and the similar incidents; How to guard against the appearance of corruption and degeneration and the occurance of the abuse one's power; How to sustain the political instability and the contunity of the policy; Whether it is necessary for The Communist Party to guide our construction of democrary and legal system or not and so on From this ,we can see that he regart legislation of law as the strategic guideline for administering our country by the people guided by The Party ,that he isn't view it as emergency measure or an expedient measure .Of course Deng Xiao-ping hadn't used the scientific conception of "administered country by law", but he points out the status and the role of the struction of democracy and legal system in the process of achieving the socialist modernzation that improve people's consicences unprecedently concerning the communist's democracy and construction of legislation of law. At the same time ,in this days ,Deng Xiao-ping idea of legislation of laws the guideline that guide us to carry out "governed by law "or to construct our socialist country governed by law. We are firmly on the way of administing our country by law that pointed out by the ancestors.In Introduction, the author gives a definition of "rule of law". In the following fourchapters, Deng Xiaoping's thought of "rule of law" is elaborated in the four prospectives, including the historical background, the connotation, the basic feature, and the development of Deng Xiaoping's thought of "rule of law". Chapter two, the connotation of Deng Xiaoping's thought of "rule of law", is the focus of the dissertation.
