In a broad sense, the process of government is commonly viewed as the application process of policies that mainly involves the following three procedures: specification of interests, making of policy decisions and implementation of policy decisions. To some extent, the process of government in contemporary China is also a process of processing and utilizing political information and the information exchange involved in the process is called political communication. Political communication impenetrates the process of government and influences its three procedures.The paper attempts to make a close study of issues of political communication from the perspective of the process of government in contemporary China. It sets out to elaborate the current situation and characteristics of the political communication system in the process of government and point out the effects political communication has on China's process of government and the close relations between them. Then the paper mainly analyzes the frame and functions of political communication in the process of government in contemporary China and the current problems as well as the factors that have caused these problems. Finally it proposes some fundamental methods to cope with the current problems with regard to political communication in China's process of government.The paper holds the view that the political communication system in the process of government in contemporary China is one-way informationflow system. Under this system, political information has specific directions, which influences the specification of interests, making of policy decisions and implementation of policy decisions. Although the political communication system in China's process of government consists of many information flow channels, a large quantity of significant political information must flow through the major channel for political and governmental information. As a result, the political communication system in the process of government in contemporary China is one-way information flow system. This one-way communication system has its rationality to some extent, but it has many noticeable disadvantages such as insufficient two-way information exchange, distortion of political information in transmission, low level of sensitiveness and retardant adjustment for feedback. Many factors have resulted in the current situation like political system, political convention and culture as well as people's inadequate comprehension of political communication. One objective of China's political system reform is to promote political democracy. However, the advance of political democracy demands a multi-way political communication system. Accordingly, replacing the one-way political communication system with a multi-way political communication system will facilitate the process of the reform of China's political system.
