Developing Electronic Democracy, Promoting Civic Political Participation

From the essentially see of the democracy, the democracy of China's current stage is so far the highest form of democracy. However, the specific mechanisms or performance form is immaturity. Information is the trend of the times ,which impacts the world and has the far-reaching significance,so the construction of democracy must adapt to and promote the trend of information .The research of the essence and development rules of electronic democracy ,has great theoretical significance for innovation of democracy forms and our democracy construction.After a long period of socialist democracy, the people's congress system and grassroots masses autonomy system allow citizens to directly participate in political life.Their voices are heard, the rights of ownership are guaranteed ,and a sense of ownership is consolidated and improved, Those fully reflect the progress of China's socialist political civilization construction. However, we must clearly understand the grim situation of the country's democratic development. As the weakening of citizen participation in, state power easily loses it's legitimacy and authority; with the other hand, along with the establishment and development of the socialist market economy, differentiation and conflict of interests has increasingly cause social contradiction and the increase of social disharmony. Therefore, reinforcing the electronic democracy, actively expanding fast, efficient democratic participation channels is of great realistic significance,which is in favor of the implementation of real democratic rights of the people,realization of the expression of diverse interests, the mitigation of various interests contradictions, and maintainability of the legitimacy of the current regime, authority and social harmony.Based on the basis of dialectical materialism and historical materialism, to the development of political thread throughout the text. It provides conditions for the formation of participatory democracy and participatory political culture. Finally, a summary of questions that already exists or may arise during current e-democracy building process. Learning from the successful experience of development of e-democracy, in light of China's actual situation,in its preliminary theoretical framework, immature measures are brought forward. And the state should take in the development of e-democracy is a forward-looking long-term planning.
