Research On Citizens' Political Participation And Governance In The Mobile Internet Environment

At present,China is in a critical period of democratic construction.Since the 18th National Congress of the Communist Party of China(CPC),the Party has been actively promoting the development of a wider,more regular and more fully people's democracy,and the channels for people to orderly participating in state affairs have been continuously enriched.With the continuous development of mobile Internet technology and the gradual popularization of mobile Internet terminal equipment,the political participation of Chinese citizens with mobile Internet is bound to become the main method of citizen's political participation in the future.Therefore,it is helpful for promoting the orderly participation of Chinese citizens in the mobile Internet environment and improving our country's political participation system to study the characteristics,laws,problems and solutions of citizen's political participation in the mobile Internet environment.This paper is divided into five chapters.The first chapter is the introduction.This part is intended to introduce the topic background,significance,the current domestic and international research on mobile Internet and network political participation in the literature review,the research ideas and methods and possible innovation of the paper as well as the inadequate.The second chapter mainly introduces the related problems and theoretical basis of citizen's political participation in the mobile Internet environment.The first section gives an overview of the political participation in terms of the scope,voluntariness,legitimacy and extensive issues of the subject,and then introduces the definition and core elements of the political participation of the citizen network in details.The last part of the first section deals with the civil politics in the mobile Internet environment Participation in the connotation and characteristics and definitions with analysis.The second section discusses the political function of participatory democratic theory and the media.The third chapter firstly analyzes the main carrier and characteristics of citizen's political participation in mobile Internet environment,and then analyzes,compares and summarizes the new forms and characteristics of citizen's political participation under microblog,WeChat and mobile government client.The fourth chapter mainly discusses the problems of the civil political participation in the mobile Internet environment and the causes of those problems.This chapter firstly elaborates on the digital divide problem,the irrational political participation phenomenon,the lack of government function and the lack of system in the political participation of Chinese citizen's mobile network.And then mainly analyzes the causes of these problems under three aspects,which are the supply of political participation system is not sufficient,the characteristics of mobile Internet enlarges the civil political participation in the irrational tendencies,the citizens lack of culture.The fifth chapter tries to put forward the corresponding suggestions aiming at the problems and reasons of citizen's political participation in China's mobile Internet environment.Trying to adopt a positive and rational attitude towards the development of civil political participation in China's mobile Internet environment and its problems,trying to seek the balance between ideals and reality,trying to giving countermeasures and suggestions under four aspects of invest from government,legal construction,civic awareness and network ethics moral construction,intended to make our Internet environment under the civil political participation more standardized and orderly,and promote its sustainable development.
