At the beginning of the21st century,the penetration of our residents computer and network is rapidly increasing,the emergence and the development of internet technology has changed the way human actives.And network activity has become an important part of Chinese living.Meanwhile, political activities of the concerning with public affairs through the Internet is endless,a new revolution occurred in the area of political civilization. Exercises of political rights through the Internet have become a new phenomenon and topic to be studied.Political rights on the Internet mainly including to know the form of political power on the Internet, on-line supervisory authority, the online freedom of speech, online participation in decision-making and legislation. There is big differences between the traditional political rights exercises of civil and political rights exercises on the Internet.The political rights on the Internet has its own characteristics:many participants; expression real-time; spread widely; anonymity and highly interactive.Compared to the traditional political rights of expressions,the advantages of political rights as a platform is that it can enhance the awareness of citizen’s political participation, accelerate the democratization progress,conductive to the supervision of the political environment.However,the expressions of the network unavailable have some negative effects, the use of cyber-political right is apt to be irrational and may not be restrained by morals system. Worth still, it will present a threat to the national security. The main problem is the imbalance in expression of the political rights under the network environment; imperfect legislation led to the corresponding administrative department of law enforcement, easily skirted the law; the absence of management leads to the dissemination of false information; government information unopened has a direct impact on democracy in network.But there is more advantages than disadvantages that the citizens via the Internet to express political rights.Cyber-political rights expressions clean away the barriers of the direct democracy returning of, reduce the cost of political participation and provide a modern platform for civic growth.Therefore,our government should support this new form of political expression.In order to regulate the civic expression of political rights network and reduce their negative effects, the paper argues that the online functions of government should be enhanced,the construction of e-government should be speeded up; the relevant legislation on the Internet should be strengthened; to strengthen the supervision over law enforcement use of the Internet; the civic participation awareness online should be culticated,to make sure the expression of civic political rights on the Internet develop well in a good invironment.
