The Common European Security and Defense Policy of EU is the inevitable result of the development of European integration and the enhancing self-consciousness of EU's role as a whole.It is also the result of the fundamental changes in the post-Cold War European security situation and security structure and of the changes in the role of the United States.Since the immediate post-WWII period,the western Europe had tried the political and defense cooperation,but it obviously lagged behind the achievements of economic integration.As the Cold War ended,EU has committed to change this situation,seeking to play the role in political and defence matters in accordance with its economic strength. European political integration has made a number of achievements.Especially after the war in Kosovo,The Common European Security and Defense Policy achieved significant progress.But there are still insurmountable problems:a series of operational problems, the lack of defense spending and military capability,the defects on mechanism and so on. It's development is also constrained by the different interests of member states,the difference between Atlantism and Europeanism,the sensitivity of security and defense themselves and the different ideas on the relations with NATO and so on.
