Through the developing sequence of world history, Europe has always been theremarkable focus. In the20thcentury, the development of European integration evenpioneered a new route which is quite different from the traditional Westphalians system.From European Community to European Union, a unique approach that belongs toEurope has been identified and applied. The result of European integration contributes anew pattern to the world. But in the course of development, the way of Europeanpolitical integration is not so clear. For Europe is distinct from the nation-states underthe traditional Westphalians system. Among those, it attracts the scholar’s increasingattention that the qualitative problem of EU, what force on earth EU belongs to, whetherthe aim is clear and the procedures are optimized as for EU’s establishing the CommonForeign and Security Policy, and if the measures of enforcing will work. This paperaims at studying the Common Foreign and Security Policy of EU, dividing the CommonForeign and Security Policy of the EU into two aspects—endogenous process andexogenous action. By employing the theoretical analysis frameworks ofIntergovernmentalism and Constructivism, the author analyzes the Common Foreignand Security Policy of EU in detail from the two aspects above respectively.When analyzing the endogenous process of the Common Foreign and SecurityPolicy of EU, the author sorts out the historical course, which is from European politicalcooperation to the formation of the Common Foreign and Security Policy of EU, indetail by adopting the analysis framework of Intergovernmentalism. Meanwhile, theauthor emphasizes the aim, the measures, the policy-making body and even the vote ways of the Common Foreign and Security Policy. In the end, based on the relevanttheories of Intergovernmentalism, the endogenous process of the Common Foreign andSecurity Policy is analyzed and evaluated.In the course of analyzing the exogenous action of the Common Foreign andSecurity Policy of EU, the author adopts the analysis framework of Constructivism(Normative Power) in order to minutely make out the cases of joint operation in theframe of the Common Foreign and Security Policy of EU. Furthermore, the authorselects three cases—EU was in charge of Mostar, EU took actions in the FormerYugoslav Republic of Macedonia and EU oversaw the State of Aceh—to introduce theimplementation process of joint operation at full length. Ultimately, the quality of EU’sjoint operation is analyzed and evaluated, based on the relevant theories of NormativePower.On the basis of the endogenous process and exogenous effect of the CommonForeign and Security Policy of EU, the author sorts out the present problems on thepolicy. Besides, the common foreign policy and security policy have been analyzed andevaluated from the aspect of their own problems, such as directivity, the disputebetween new and old Europe, the dispute among major and minor countries, thepolicy-making body and the vote system, the cause of the U.S., the defense capacity ofthe EU, and the effect of EU’s standardized transmission, etc.During the conclusion of this paper, the author focuses on analyzing EU’s appealfor macroscopical strategy, that is, being the critical pole around the world. In addition,having analyzed the important change of international situation—the U.S. is movingits strategic focus eastward, the importance of the Common Foreign and Security Policyof EU is demonstrated, which is essential for EU to raise the international status andinfluence and realize the strategy appeal.
