Current Situation Of Citizen's Participation In Public Polices In Our Country And Measurc Research

The substantial significance of citizen's participation lies in its practicality, and the ways of participation ensure the citizen can enter into the process of policy making. In the recent years, with the development of citizen's participation and extensive use of various means, the democracy of our nation has been greatly improved and public policies have been formulated more scientifically and illegally. However, there still exist many problems as to the current situation and means of participation, which has a bad effect on the width and depth of citizen's participation. We still have a long way to go compared with the developed countries. If these problems could not be solved, citizen's participation in our country would not develop further. As Chinese government has adopted a way of gradual reform, the thesis is written from the point view of gradual reform. Based on the public policy theory and the citizen participation theory and the analysis of the status quo, this thesis points out the problems and suggests several counter measures under the current political system.The originality of this thesis is that it makes a deep and thorough analysis of the status quo and means of citizen's participation in public policies, on which respect there are few thesis and works nowadays in our country. The author gives a profound analysis of the present situation and the existing problems and suggests related counter measures.The thesis can be divided into four parts besides the introduction and the concluding remarks.The first part is a theoretical analysis of citizen's participation in public policies, which includes the definition of citizen's participation and some related definitions, the theoretical origin and the significance of citizen's participation.The second part mainly discusses the status quo and existing problems of citizen's participation in public policies in our country, which includes the system of the People's Congress, the system of hearing and the system of correspondence and visitation.The third part presents the inhibiting factors of citizen's participation in public policies in our country, which includes the analysis of tradition politics and culture, the social and economic development and the system.The fourth part gives some suggestions and counter measures on the level of system, technology and cultural ideology to promote effective participation.
