In the public policy making citizen participation is a compound topic. Regardless of the government, the administrative governor, the administrative relative person's citizen individual and all the society, the positive role of citizen participates in the public policy making is the no need to doubts. Reviewed and the summarized Chinese Communist party and China government'democratic administration thought achievement, then attempted to conclude present development situation of citizen participating in public policy making in which try to find the problems and the reasons.v. Combined the elementary theory and the practice situation, commentated the difficulty and the keystones of reality the citizen participation, to the question existed doing the exploring research, then attempt to proposing some possible countermeasures and the suggestion to echo the trend democratic administrative, the democratic policy-making.
