The Strategy Study Of Preventing Local Government From Impeding Implementation Public Policy

Public policy is an important instrument for government to solve public problems, implementing public management, enhancing public welfare and achieving long-term national development and social stability. Public policy as a dynamic process is the key of the practice of public administration of government. Whether it is an effective public policy or not is related to the credibility of the government and economic development and social progress of the country. In recent years, with the ever changing international economic situation, domestic political, economic and social development are facing new problems, people gradually find that the solution is no the matter of shortage of scientific policy, but the lack of full and effective implementation. How to solve problems impeding the implementation of policies, thereby enhancing the effectiveness of policy implementation has become the major theoretical and practical issue for academics and politicians .As a centralized state, China's public policy requires local governments to carry out. However, there have been some negative impacts on the effective implementation public policy at the local government level. We should find root causes for hindering the implementation of policies, of which, there are policy differences between the policies and the context of the local government, internal factors of our administrative system. But more importantly, the local governments are too caring for their own interests and play their own games so that public policy can not be promptly and strictly implemented, leading to the ineffectiveness of the public policy. And we should summarized the various expressions of interest game played by the local governments , analyze the root causes of their interests, and make proposals to avoid that ,which is conducive to guide local governments to pursuing their own interests while carrying out active and effective implementation of public policy.This paper aims on the basis of previous studies, combined with the author's personal experience as a follow-up for local government's implementation of public policy, to locate barriers for local government's implementation of public policy, pointed out that the fundamental causes of the obstruction of the local government with case study and explore ways to remove obstacles and effective implementation of the path of public policy, help the local governments to promote system building abilities of implementation public policy. Meanwhile, I hope more in-depth exploration of this issue can be studied by administrative staff and all walk of life.The paper is divided into four chapters: Chapter One is the introduction of background topics, and reviewed the research results of significance on the basis of the full text of proposed path and method of design as the logical starting point for this research and analysis of ideas to guide the problem Analysis and Solutions. Chapter Two is to analyze the current obstacles to implementation of local public policy and its adverse impact, bring out those local interests is the main cause of the problem. Chapter Three is to analyze the nature, performance and induced causes of the local governments'interest game. Chapter Four is ,from the perspective of integrating the interests of local governments, to explore ways to remove obstacles and effective approaches to implement public policy, proposed to establish and improve the public policy implementation mechanisms which are well-balance for all interests, the scientific division of the central and local rights of finance, strengthening Administrative Ethics, and designing rational assessment and examination mechanisms to enhance effective monitoring mechanism and other proposed measures.
