A Research On Peasant Workers' "Rights And Interests" Security Mechanism

Peasant workers group is a special social group which occurs in our country society transformation and in the system reform. They are a new labor force in the process of China's industrialization and urbanization. They have been the key component of industrial workers in China. Peasant workers have made tremendous contribution for the development of economy and society. However, due to the traditional idea, imperfect systems and laws and peasant workers' low consciousness of protecting rights, they are always in the state of "the missing rights and interests". At present, their "rights and interests" in labor economics, democratic politics, culture and education and social security cannot be protected effectively and often be violated. At the same time, peasant workers face with various difficulties in the process of protecting their rights and interests. Whether peasant workers' "rights and interests" could be protected practically and effectively is directly related to the smooth development of our country's modernization, industrialization and urbanization, and also related to the successful settlement of the "village, agriculture and farmer" problem. What's more, it has great influence on social stability and social justice. Therefore, to protect peasant workers' "rights and interests" is one of important social problems which should be solved urgently.This thesis takes the basic principles of administrative science, political science, social science, law and other theory and adopts the methods which combine normative analysis and empirical analysis. It makes peasant workers' "rights and interests" security as the main point, and deeply analyzes the occurrence, the present situation and the reasons of the peasant workers' "rights and interests" security problem on the base of possessing massive latest materials. Under the guidelines of persisting human-centered thinking, coordinating urban and rural development and building a harmonious society, we inquire the methods and countermeasures about constructing peasant workers' "rights and interests" security mechanism. This thesis consists of four parts.The first part is the theoretical analysis of the peasant workers' "rights and interests" security problem. It defines the concepts relative to peasant workers and their "rights and interests", and analyses peasant workers' occurrence and characteristics. Then, it elaborates the theoretical foundation and significance.The second part is the present situation and problems of the peasant workers' "rights and interests" security. By using enough instances and data, it introduces the present situation of the peasant workers' "rights and interests" security as well as difficulties in the process of protecting their rights and interests.The third part is the reason analysis of "the missing rights and interests". It mainly analyses the reasons of that peasant workers' "rights and interests" cannot be protected well. These reasons include traditional management idea, imperfect systems, inadequate laws and regulations, unachieved execution and supervision, peasant workers' low quality and so on.The forth part is constructing the peasant workers' "rights and interests" security mechanism. It is the key content and the innovation point of this thesis. We should change traditional idea, deepen reform systems, improve laws, strengthen management and provide service on the basis of considering specific conditions of peasant workers. We put some feasible proposals at the operational level in order to build up a multiple-player security mechanism which consists of government, labor union, peasant workers themselves and other parties. This will help protect peasant workers' "rights and interests" fully.
