The United Nations was established based on the will of the victors of the Second World War. The aim is to use effective means to guarantee peace. To ensure the major powers to intervene, the United States, Soviet Union, China, France, British were given permanent seat on UN Security Council, which can exercise the veto. It also gives the Council a number of privileges, so it has to stop the aggression and the full authority and the means of maintaining peace. The Council therefore has become the essence of the leading organs of the United Nations.In order to ensure rapid and highly authority, the charter put the primary responsibility for maintaining international peace and security to the five countries at the core of the Security Council. It has almost supreme privilege, but also shoulder the burden of maintaining the peace of world .And the authority of the Security Council are attractive for the majority of countries, Japan is the most typical one.Japan believes that After the Cold War, the international system formed since World War II changed a lot. Some new world power has emerged, the original balance has been broken. Therefore, the Council which reflects the power structure of the Cold War era has not met the requirements of the times. Nevertheless, Japan is still saddled with the reputation of loser of war is unfair.
