The Research On Government Investment Model Under The Perspective Of New Public Management

Attracting investment is an important function for a government to develop local economy, and an inevitable result of social labor division and market economy. More and more governments know that outside investment contribute to local economy, tax and employment rate so they consider it as a top priority. Nowadays, the task of attracting investment is subject to the government in most cities. The government is directly involved in the whole procedure from promoting investment environment, visiting investors to contract negotiation and implementation. This government-oriented style has played an important role in the early and medium stages of attracting investment, which is simple and efficient and adapt to the long-term inherent idea of planning economy. The core competence of the style is cheap land price, large tax reduction and preferential policy with huge cost. Centering on GDP makes it common for a government short-sighted to pursue GDP increase at the cost of environment deterioration and unreasonable industry structure. With the more and more pressure on the ecological environment, land supply and labor cost, this style is outdated. It is of great significance to study how to transform government function and improve the pattern in attracting investment.Based on the theory of new public management, the paper thinks that the government-oriented style results from wrong definition of government in the work of attracting investment and put forward some ideas like "remolding government role" "build entrepreneurial government", and "reduce intervention in the microeconomic field". These ideas are the theoretical basis of transforming government-oriented style to market-oriented style in attracting investment. Referring to the 6 thoughts of "government remolding", the author brings forward such suggestions as transform government function, pay attention to building soft environment, learn enterprise management experience and use modern scientific and technological method.As for the reason of the existence of government-oriented style, the author takes Ma’anshan as an example and a miniature of national situation, finds and analyses some common problems such as lack of scientific assessment system and complete supervision system, excessive management bodies, government directly involved in the whole procedure and blind in attracting large investors.In order to solve the problems, the author tries finding the answers from the experiences of the relatively developed areas including " Yangtze River Delta", " Pearl River Delta " "Beijing-Tianjin-Hebei Economic Band" and "Shandong Peninsula". After consulting related materials and research achievements, the author summarizes four development patterns. Firstly, "Yangtze River Delta" pattern follows the experience of Japan and South Korea’s economic takeoff and put the emphasis on strong government promotion. Shanghai--Government dominant and market transition; Suzhou---Joint development of industrial parks and investment agency; Kunshan---Attract investment with industry and service. Secondly, "Pearl River Delta" has high marketization. Shenzhen--- Unique modern investment promotion system and more efforts to put industry restructure; Dongguan---exogenous economy and processing and compensation trade. "Beijing-Tianjin-Hebei Economic Band" is famous for its headquarters economy. Beijing has become the model of developing headquarters economy because it has the most headquarters of China Top 500 Strong and Fortune 500. "Shandong Peninsula" makes full use of its location and makes the first move to draw investment from Japan and South Korea.By combining the theory of new public management with the four patterns, the author puts forward the proposal that Ma’anshan should change the pattern from the "government-oriented" to "market-oriented "’.and puts forward the solution for the problems described earlier.The thesis is aim to provide a best model for Ma’anshan and similar cities who are transforming government-oriented pattern in attracting investment.
