Social Conflicts And Construction Of The Order Ruled By Law In The Period Of Transition

Problems and conflicts always accompany the development of any society. With the accelerating transition of the economy and society, many social problems and conflicts become more and more prominent, many disorderly phenomena such as conflicts of interests, loss of value, dislocation of morality and loss of standard in conduct emerge in an endless stream especially at the stage which the modernization process of our country is in a well-developing and intense condition. Therefore, it is of practical significance to accelerate the modernization process and fully construct socialist harmonious society through learning how to make proper judgment, deal with the social problems and conflicts in the transition of our country and explore the efficient ways and measures for preventing and solving social conflicts.Harmonious society as a perfect social state that human being has constantly been pursuing cannot be created and realized itself. Harmonious society must be constructed with the help of promotion and protection from the rule by law. This dissertation proposes an overall train of thought and strategy on maintaining social steadiness and constructing socialist harmonious society under the perspective of the rule by law, with the great transition in economy and society and the present various problems and conflicts in social life as the background. An overall analysis of the social conflicts phenomena has been offered in this dissertation, and it also probes into the origin of the frequent social conflicts and states clear the shortage of the present social order ruled by law; the connotation and effect of the order ruled by law has been elucidated in detail in this paper, considering that the order ruled by law as a basic way of mediating and settling social conflicts and disputes as well as constructing socialist harmonious society; finally, it states clearly that the construction of the social order ruled by law should be accelerated from the procedures of strengthening legislation control, running administration strictly according to law, consolidating of a healthy law mechanism and regulating the operation of law, thus a strong and powerful protection from the rule of law can be achieved to mediate and settle social conflicts and disputes, promote the harmonious development of the social economy and construct socialist harmonious society in an all-round way.
