US policy toward Taiwan Issue is an important factor that affecting the current situation and the future of Taiwan Issue, which is the core problem of the relations between the US and China. Starting from the policy-making process, this paper penetrates the surface of the policy, which is conflicting and changing constantly, and reaches to the deep factors. Any adjusting of the America's global strategy will arouse changes of the US policy toward Taiwan Issue. For America, its strategic interests on Taiwan are bound to its strategic judgment on China. The domestic politics of the US has comprehensive influence on its foreign policy. Every part of the political life in America, including ideologies, interest groups, media and elections, affects America's policy toward Taiwan Strait in some way. The impact of the US government is more obvious on Taiwan Issue, such as the contest for power between the US President and Congress. Although the President has overwhelming power of policy-making, the Congress could not be ignored. None of the factors work alone. They twist together all the time, making it difficult to predict US policy toward Taiwan Issue. However, it makes us clear that the problem between the US and China never be simple. The basic knowing about each other is needed first.
