After disordered and recessionary "Yeltsin times" and Putin's first presidential term filled with conformity-to political power, Russia has entered into a "new political era" which is characterized by stabilization and development. By relocating "Yeltsin times", expounding "Yeltsin phenomenon" and analyzing main political measures which have been taken by Yeltsin Government and Putin government, this article summarizes the functions of Russian historical and cultural tradition which takes national character as its main forms of expression and the characteristics of Russian political system. The political system of centralization of state power style which includes modern democratic factors would be lasting for a long time because it adjusts to Russian transition and plays an active role in nation-wide and society. However, due to its low level of institutionalization, the interior imbalance of this kind of system would be deteriorating and the recycle is possible to happen in the future. China should look deeper into and handle Sino-Russia relationship from the perspective of political system, catch hold of the strategic opportunity of Russian transition and seek after maximization of political interests through taking active policies.
