The Civil Service is an important component of our personnel, they assume the functions of the state administration. The competency of this team is particularly important about leading to the success or failure of the building socialism with Chinese characteristics. Constructing a village Civil Service team with reliable politically, superior competency and strong power is vital to maintain the competency of the entire civil service foundation, and also the key of whether the party's principles and policies can be implemented or not.This article is based on competency model and competences-appraisal theory, describes the origin and the development of the theory, and finds out the relationship of competency, competency model, and the competences-appraisal of the village and town civil services. With the research results of the theory both within China and abroad, it explores how to appraisal the competences of the village and town civil services.This article described the village and town civil service competency appraisal system to construct the mentality with emphasis, then take constituted the competency appraisal system each essential factor to introduce as the master line the appraisal target choice, the weight design, the evaluation criteria indeed graded the content, finally introduced how carried on the appraisal and the confirmation to the competency appraisal work..
