As a long-period arrangement between the public and private sectors, Public-Private Partnerships has been now widely advocated and implemented around the globe since the last decade of twentieth century. While largely emphasizing on its ability to compensate the shortage of public funding and deliver increased efficiency, the introduction of PPPs among Chinese scholars tended to ignore the political and administration dimension of this strategy. To rethink the nature of partnership, the need to protect the public interests, the importance to address government's accountability—including legal accountability and to build mutual trust are the main aspects that will be discussed in the essay.
