Research Of The Government Responsibility In The Public-Private Partnerships

The rapid development of China's economy has promoted the process of urbanization,and there is a great demand for public goods and services.City infrastructure construction has been an important part of the government supply of public services,Chinese local government faced heavy debt pressure at present,the construction of public infrastructure in greater demand,the traditional government as the main provider of way is not sustainable.It is feasible to introduce social capital into public affairs and use the cooperation of government and social capital to supply.The function of government,government functions effectively locate PPP mode,can promote the application of the PPP mode,PPP mode has time and economic advantages,management advantages,to promote the city infrastructure construction,promote the transformation of government functions,to promote economic and social development plays an important role.In the current stage,PPP mode is being actively popularized in our country.In recent years,the range of application,the number of projects and the amount of investment involved in the application of PPP model have been greatly improved.It has played an important role in promoting infrastructure construction and providing public goods and services.But because of the practice of PPP mode in China is not long,supporting laws and regulations and the relevant mechanism is not perfect,the professional is lack of PPP,there are many problems in our country,this paper will study the Chinese government functions in the PPP mode,through reasonable and effective government responsibility to promote the application and development of PPP mode.The first chapter mainly introduces why take government function of PPP as the research object,the research on the domestic and abroad are summarized and analyzed,and then the research ideas and methods are introduced.The origin and theoretical basis of the PPP model of the second chapter reviews and combs,from the perspective of governance theory in detail the analysis of this article,including the development process,the theory of governance concept,connotation and main features.The third chapter analyzes the specific functions of government to play in the PPP mode,first explains the PPP mode of the participants and their responsibilities,and then introduces the current application status of Chinese PPP model according to the data,this paper argues that the government's responsibilities include:knowledge accumulation,project promotion,formulate laws and regulations,risk sharing and project supervision.The fourth chapter is the analysis of the vacancy and practice positioning of Chinese government functions in the dislocation,offside behavior,specifically including the government's recognition of defects and mistakes,related laws and regulations are not perfect,the government dishonesty,lack of effective supervision and the supporting mechanism is not perfect,lack of talent.Based on the existing problems and reasons analysis of the government function,the fifth chapter based on the theory of governance,promote and gives countermeasures and suggestions for the government to play the role of correct positioning,including strengthening the exchange of learning,pay attention to the accumulation of knowledge;good top-level design,perfect laws and regulations;pay attention to the spirit of the contract,the construction of interaction;set up special institutions.To strengthen the supervision of the project;improve the supporting mechanism,talents training.Finally,summarizes this article.
