In the past few decades, the urbanization rate in China increased steadily. Publiculities will be a hot point of China economics and society development in the comingdecades. As a long-period partnerships between the government and the private sector,Public-Private Partnerships has been now widely advocated and implemented by moreand more countries around the world. Successful public-private partnerships requiresnot only to play fully advantages in easing the shortage of public finances andimproving the service efficiency, quality and other aspects, but also to clarify thedefinition of government role in public-private partnerships and properly perform itsfunctions.The related concepts about public-private partnerships in the field of public utilitywere defined in the first chapter, and the necessity and feasibility of using public-privatepartnership in the field of public utility were analyzed. In the second chapter,from theoffside, dislocation, the absence of role of government, analyzingthe main problems in the role of government in public-private partnerships in the fieldof public utility. In the third chapter, through combing the triple contractual relationshipamong the government, corporations and the public and re-rational positioned the role ofgovernmentinpublic-privatepartnerships.In thefourthchapter, analyzing the main obstaclesrestricting government role’s transition. there are thought obstacles, abilities obstacles,institutional mechanisms obstacles, the external environment barriers and so on. In the fifthchapter, from four aspects of the concept of innovation, capacity building, institutionalinnovation and optimization of external environment. pointed out some useful strategiesfor the successful transformation of the role of government.Thus reached the following conclusions: in public-private partnerships in the fieldof public utility, government and private enterprises are equal partnership, the public-private partnership that does not mean the transfer of government responsibilityor split, government still bears the ultimate responsibility for the utility supply.Government should continue to examine and regulate their roles, and throughinnovative ideas, improving abilities, systems innovation, promote the rationalregression of the role of government and provide the public with the high-level,high-efficiency and high-quality public goods and services.
