The Motivation Mechanism For China's Public Institutions

The motivation mechanism for public institutions in China is a complicated operating system, which is designed to motivate the enthusiasm,initiative, and creativity of the staff within the institutions to reach their fullest potentials. In combination with multidisciplinary theories of management ,leading and administration, and personal experience of practical application, the paper generally employs the methods of documentary materials, demonstration research and the like, tries to present analysis and discussion in depth of the encouraging mechanism for public institutions in China, as well as advance the corresponding countermeasures to it .The paper mainly involves five parts.Part one:The basic theoretical foundation of the motivation mechanism for Chinese public institutions and its implications .Some keywords including institution, motivation mechanism, and motivation mechanism implemented by Chinese public institutions are explained. An overview of the Western motivation theory and its inspiration are also introduced.Part two:The general practice and concept of the motivation mechanism for public institutions in China. An overview of the reform process which consists of four basic stages for the public institutions is stated. An analysis of the existing problems of the current motivation mechanism is also presented.Part three:The actual implementation of the current motivation mechanism and suggestions for perfection .An overall evaluation and suggestions for the current motivation mechanism mainly targeting management and regular staff are provided. Part four:The reorganization of the current motivation mechanism for public institutions. A proposal for reorganizing the personnel motivation system aimed to encourage and discipline upper management as well as to incite regular staff is depicted.Part five:A case study analysis .A case study on the motivation mechanism for the Continuing and Professional Education Colleges is presented, which sieves through the existing problems and provides specific solutions for further perfection.Conclusion: The motivation mechanism implemented in Chinese public institutions is a systematic and dynamic project .Dynamic concept and new perspectives are required to do the research for the issues in the motivation mechanism for public institutions in China .
