The crisis incident is a popular world problem. In the past more than 20 years.China is one of the highest countries of economic growth rate in the world. But develop with economic high speed, a series of social concern gradually apparent to reveal out, and there are more and more serious trends. These questions have become the social potential crisis in our country, some accidents will cause the regional or nationwide social crisis most probably. So structure and perfect of our country government public crisis management system, it is one that worth us probe into subject that study thoroughly. How to construct the defense system against public crisis seems particularly important. Government plays a key role in the challenge of public crisises, however, it is unnecessary and impossible for the government to take places of all other organizations.This thesis mainly proceeds from the public goods theory, by using knowledge and method of economics, management, sociology to analyze why the defense system against public crisis is defective.
