A Study On The Public Crisis Management Mechanism Of Tibet Autonomous Region Government

In recent years, the Tibet autonomous region public emergency has occurred one after another, from snow disaster of 1998 to catastrophic drought in 2009, suffered from the 2003 "SARS" threat to 2009's H1N1 flu epidemic, from all kinds of accidents disaster to deliberate and violent incident, the event which had a sudden, urgent, high degree of uncertainty and great danger, alarm the Tibetan government administration—effectively deal with all kinds of public crisis accidents become government the most important task at present.However, contracted with some develop mainland provinces and cities, the Tibet autonomous region government's crisis response capability and management level still has some way to go. The mainly problems are: lack of crisis management awareness under normal management, lack of good crisis management theory research, lack of perfect government mechanism for public crisis management.How to base on Tibet autonomous region the status of public crisis management mechanism , construct the Tibet autonomous region for the public crisis management mechanism, and comprehensively enhance the government's crisis management capabilities, is currently facing a major issue for the Tibet autonomous region government. This paper based on the related results of studying of the theoretical circles, tries to get some in-depth research about crisis management mechanism for the government. The author in the discussion and analysis related to the government crisis management mechanisms based on the concept, focusing on analysis of the current Tibet autonomous region government in the public crisis management operation mechanisms—early warning mechanism, rapid response mechanism, restoration and reconstruction mechanism and supporting mechanism in public crisis management mechanism-information disclosure mechanism, emergency financial support mechanism, the crisis of education, training, drilling mechanism, so the current situation and existing problem, finally gives some policy recommendations to solve the problem.This paper has five parts: The first chapter is a preface, which describes the background, meaning, research ideas and methods, and research review; The second chapter introduces the theory of public crisis management mechanism, and defined some related concepts; The third chapter introduces the current situation of public crisis, including the types and characteristics of public crisis in Tibet autonomous region and the necessity which the government engage in public crisis management; the chapter four is the important part of this essay, the author analyze emphatically the core content of public crisis management mechanism-six aspects of operation mechanism and auxiliary mechanism, not only summarize the experience and analyze deeply the existing problems. Further more, the author analyze firstly crisis response and reconstruction of Lhasa 2008, "3.14" event and systematic analyze and summarize the experience and existing problems of it, according to it get the beneficial enlightenment of construction public crisis management mechanism; in the chapter five, based on the problems that mentioned in the previous chapter, the author gives some target policy proposals.
