A Study On The Framework Of Standard System About Municipal Emergency Management

After the 9.11 catastrophe, London terrorist explosion, 'SARS' epidemic, the bird flu, water pollution in Harbin..., all these emergency events have challenged the authorities and governments with their response to the accidents and calamities. Although the local authorities in China have established some rules and regulations, when an event occurs, problems and paralyses happen repeatedly. So, it is time to build up a robust system and standards of a city.Within the paper, existing standards of emergency management from developped countries will be listed with a reference to materials and papers. Then, bring forward the requirements after analysing the current situation of municipal emergency management and some research. With appying the theory of standardized system engineering, I integrated the 3 dimentional municipal emergency management system, and obtained the framework of the standards of municipal emergency management system. Furthermore, through the comparison between the theory and the current system of Shanghai, we have got the gap between them, and found the blank standards. With regards to the requirement gained before, some proposals have been put forward to perfect the current system of Shanghai.At last, a conclusion and research outlook of the topic are raised.
