Research On The Construction Of Shanghai Municipal Government's Flood Prevention And Emergency Management Capabilities

On December 19,2016,the Central Committee of the Communist Party of China and the State Council issued the Opinions on Promoting the Reform of the System and Mechanism of Disaster Prevention,Mitigation and Relief,which put forward new requirements for disaster prevention,mitigation and relief.Flood control and typhoon control is an important part of disaster prevention,mitigation and relief,as well as an important basis for ensuring stable economic and social development and the safety of people's lives and property.As a super-large city,Shanghai is densely populated,economically developed and rich,and can not be flooded or submerged anywhere.The work of flood control and Taiwan prevention is more demanding and more arduous.As the focus of the whole social system,district government is the foundation of social management and flood control emergency management.Therefore,it is of great significance to systematically study the capacity building of flood control and emergency management of Shanghai municipal governments.This paper chooses the flood control offices of each district as the research sample,uses the theory of the whole process of emergency management,carries out in-depth interviews and questionnaires,and constructs the evaluation framework of Shanghai municipal government's flood control emergency management ability.It investigates,analyses and evaluates from four aspects: emergency prevention stage,emergency preparedness stage,emergency response stage and emergency recovery stage,so as to find out the Shanghai municipal government accurately.Problems and shortcomings in capacity building of flood control emergency management.Empirical research shows that the flood control emergency management ability of Shanghai municipal government is increasing year by year,and the overall level of flood control work is relatively high.However,according to the requirements of the highest international standards and the best level of standards,there are still some problems: the organization of flood control needs to be strengthened,the flood control system needs to be further standardized,the construction of information system needs to be improved,the flood control inspection needs to be further strengthened,the forecast and early warning needs to be strengthened.Ability needs to be improved,emergency rescue force still lacks,summary and evaluation quality needs to be improved,infrastructure defense capability still has weak links and other issues.On the basis of empirical research,this paper puts forward countermeasures and suggestions for the main problems existing in the capacity-building of flood prevention and emergency management of Shanghai municipal governments: strengthening the capacity-building of flood prevention institutions,improving the capacity of flood control management;improving flood control information management system,enhancing flood control command capacity;strengthening flood prevention early warning and forecasting,enhancing emergency response capacity;and establishing an effective summary and evaluation mechanism.Strengthen the capacity of post-disaster repair,so as to further enhance the flood control and emergency management capacity of Shanghai municipal government from the whole process of emergency prevention stage,emergency preparation stage,emergency response stage and emergency recovery stage,and provide a solid guarantee for the safety of Shanghai's urban operation and the safety of people's lives and property.
