A Study On Reforming And Perfecting Inner-party Election System Of The CPC's

The target of this paper is to study reforming and perfecting inner-party election system of the CPC's(the Communist Party of China)in the new period. The inner-party election system construction is a basic system in the inner-party democracy construction. It has very important realistic meaning, relating to the prospect and destiny of the party on a great degree and the development of the socialism political civilization. The CPC has been caring on the inner-party election and experienced the arduous exploration from its birth to the present day. The CPC has gained not only a lot of experiences of successes, but also many lessons of failures in the long years of exploring and practicing. Since the Third Plenary Session of the Eleventh Central Committee of our Party, the CPC has achieved historic advance on the construction of the inner-party election system, which promoted the development of the entire Party forcefully. But generally speaking, the construction of the inner-party election system is still unable to meet the demands of the development of the Party on the new condition. With market economy continuing to move forward in China and globalization rapidly developing, the ruling environment and the ruling way of the CPC's have changed fundamentally. The inner-party election system of the CPC's,which formed in the revolutionary war time and the planning economical situation isn't suited to the demands of the CPC's inner-party democracy. From the inner-party election system to some process of execution, it shows some defects and insufficiency. It will deeply affect developing of the inner-party democracy of the CPC's and the democracy of people and the status of our Party ruling, if such defects and insufficiency can't resolve in time. Based on the existing research results, the author tries to study how to reform and improve the inner-party election system.The thesis is made up of three parts. In the first part, the author discusses the basic theory of the inn-party election system in politics perspective.Firstly,the author analyses the basic election signification at all times and in all over the world, and based on above works, puts forward the scientific connotation of the inner-party election, which is a course to elect the leading organs of the Party at all levels and the representatives to attend the higher congress according to the party constitution and the other rules. For understanding this connotation deeper and better, the author studies it on several aspects as followed: the scope, the subject and object, the procedure, and the hierarchy. Secondly, the author further expounds the basic composition of the inn-party election system: The division of electoral units is the primary link of the inn-party election system. The quality of the inn-party election system is decided by the introduction of candidates, the voting patterns and the electoral processes. The supervision system is an important guarantee to achieve the aim of the inn-party election system. Thirdly,in order to understand and grasp the basic theories of the inn-party election system more clearly, the author summarizes some main fundamental principles according to the basic features of different political parties' inn-party election systems, which include the equal principle, the freedom and justness principle, the periodic electing principle, the secret voting principle and the open electing principle.In the second part, the author analyses the causes of the problems in the inner-party election system. Firstly, the author divides the CPC's history process of the constructions of the inner-party election system into three three stages, and sums up the experiences and lessons of the construction of the inner-party election system over 80 years, which are significant in seeking the way to reform and improve the inner-party election system. Secondly, the author summarizes the main problems in the inner-party election system at the present stage, such as the nomination system unscientific, the competitive mechanism unperfected, the voting and counting mechanism distempered, and the supervision mechanism incomplete. At last, the author analyses the causes of the problems in the inner-party election system based on the historical factors, the realistic factors, and the consciousness factors.In the third part, the author puts forward some countermeasures and suggestions to reform and improve the inner-party election system at the present stage: reforming and improving the nomination system, gradually carrying out the competitive mechanism, perfecting the voting and counting mechanism, completing the supervision mechanism, establishing and perfecting the system with regard to the inner-party election system, and devoting great efforts to boost new modes of the modern enterprise system.
