The main problem of our country at present is the contradictory between the increase of public service need and the shortage and poor quality of public service supply, which has become an urgent problem in building a harmonious society. The Tenth National congress and the government put forward a new objective for the reform of the administrative management system, which should fit socialist market economy, go with socialist democracy, comply with rules and regulations, operate smoothly, and become fair, transparent, honest and effective. Governments at all levels are trying to promote public service reform centering on service-type government construction. This thesis explores the theory and practice of the reform.With the advance of system transformation, sub-district office, as a basic government unit, has undertaken a lot of tasks with much responsibility but little power, and is often faced with difficulties hard to solve. How can we deepen sub-district management reform, enhance public service duty, combine public service resources, smooth public service relations and build a system in which everyone can enjoy basic service?This thesis is a case study of one sub-district in Jilin City. It analyzes the historical development of administrative management reform after liberation. Based on the new public management theory, it puts forward a specific project to promote the reform.The thesis includes three parts. The first part introduces the concepts of sub-district and sub-district administrative management, and by analyzing the historical development of sub-district administrative management reform after liberation, explores the main problems facing the reform. The second part expounds the necessity of the reform based on new theory and reality. By introducing particular cases, it points out the difficult situation of sub-district public service, and by granting and dividing power, it proposes that sub-district should realize self-service and self-management of the neighborhood, community, enterprises, social organizations and individuals. We can improve public service management by introducing new techniques in enterprise management, and increase service quality by introducing competitive mechanism and performance assessment. The third part put forward the strategies to promote sub-district administrative management reform, which is to aim at improving public service, smooth vertical and horizontal relations and quicken self-reform and self-construction.
