Recent years, the phenomenon of corruption and rottenness of government servants was grave, not only caused a lot of economic loss to nation and society, but also brought a bad reputation to the government and the Party, prevented the improvement of the Party's ruling ability, obstructed the pace of service-oriented government creation. The main reason was the incompleteness of the legislation system, obstruction of supervising and inspecting frame, low personal and professional quality of servant and seriously loss of administrative ethics. The group of servant is the foundation of social administrative, once the personal worth and professional ethics stray from administrative responsibility and the values of service for people; it will be detrimental to development of economy, stability of society, and consolidation of position of administrative party.Administrative ethics of servants was a summary of the morals and ethics which the servants should obey in public administration during the progress of managing national and social affairs, including professional ethics, moral relationship formed in the work, and moral choices and values reacting in administrative actions. It was a self-control mechanism to control the actions of servants and an internal motive force to carry out self-value. Administrative ethics as one of the most important controlling mechanisms, works through the progress of moral legalization and legal moralization and integrating inter and outer controls to get a effect. It provides a practicable method to prevent servants from misusing power. So it is a necessary movement to promote the level of servant's administrative ethics and enhance the pace of construction of administrative ethics .From the deep research on administrative ethics of grass roots servants in H city, I found the administrative ethics level was low and they cannot handle the relationships and conflicts between administration and administrative ethics.I try to discuss the effective way to improve administrative ethics level of the grass roots servants from both theory and practice. Several suggestions as followed:First, we have to enhance the culture of servants'administrative ethics, including political culture, moral education and construction of moral attitude. Secondly, we should build up good environments of administrative ethics, including moral construction of administrative organization, training and model motivation, bringing the administrative ethics into servant choosing and selecting system.Last, we have to complete administrative ethics supervising and inspecting system, including administrative ethics legislation, building up professional service organization of administrative ethics, and widening social supervising channel.
