Social cooperation and social exchange are the basic modes of survivorship and development in human society, and we need balance between income and investment when do it, or cooperation and exchange won't exist. Of course, some cooperation and exchange can't keep the balance between income and investment, then the power comes forth which keep the balance and continue of cooperation. That is to say, power is the jetton of exchange. A person with interest-need can exchange with the interest-provide by obeying his command, when he need the interest or service and he does not have the resource to redound. As the case stands, obeying other's command is bartering current interest or service with future pay.But the obeying other's command brings the inequality between both sides of power relation: one is dominator and the other is obedience furthermore, because the efficacy of power lies on the extent of the reliant relation between both, the power is more effective with more imbalance exchange.As the one kind of power, the public power also would be affected by the factors affected the efficacy of power, of course, the public power has its particular character. First, the public power is likely to be used for satisfying individual or cliquish interest and disregarding the social unitary interest, because of the breakaway between the power possession and power exertion. Second, the strong force of public power makes it be likely to be used to do evil, which oversteps the useful range for exchange. As a result, there is a necessary to limit the useful range of public power.This thesis comprises five parts. The first is the tease with the definition of power, and extruding the definition of modern exchange-theory. The second is to argument that the public power used for keeping the social unitary stabilization also is the jetton used for exchange and the production of exchange. The third analyzes several factors affecting the efficacy of power. The fourth analyzes the efficacy of public power and emphasizes the unique character of public power. The fifth emphasizes that we should limit the public power and puts forward the range of public power.
