The innovation of administrative culture is both criticize and negotiate the unreasonable things in traditional administrative culture and draw the nourishment of new experience and knowledge concerning the modern administration in foreign culture, thus bear the process of a new administrative culture. Along with the society reform of the political economic system, the innovation of the administrative culture has already also become a problem that can't get around. The problem of innovation of our country administrative culture has already been discussed by local scholars, but for how to develop and innovate the administrative culture of the national minority region that fall behind is extremely rare. Because of the strange geography position and fall behind economy of the national minority region , people there are indifferent to the politics and the politics develops so slow, so the innovation and development of the political culture and administrative culture ,strengthen the development of government in that region become more urgent. We will commence it from analyzing the concept and the characteristics of the administrative culture of national minority region, revealing the present conditions of the current administrative culture, write from three aspects of administrative opinion, administrative system and administrative environment to discuss the problem of the administrative culture of national minority region.The administrative culture has researched by many people, so the definitions about it are so numerous. The writer agrees to define the administrative culture from two aspects of administrative subject and object. The administrative culture is the total of attitude, emotions, believe and worth which is hold by administrative corpus with social culture background in the administrative activities and administrative objects. The administrative culture of national minority region neither the brief combine of the race and administrative culture, nor the mechanical add of race administration and culture. It is a particular concept which formed when we use the administrative concept and research type to investigate the political life in national minority region, it is a reflection of the administrative culture in national minority region.Seeing from the specific principle of the antinomy, not only the national minority differs from the social administrative culture, and the administrative culture in national minority region is special, it has its own characteristics. Only when we analyze the characteristics and influence factors of the administrative culture of national minority region, we can make the real innovation come true. The administrative culture of national minority region has the characteristics of the race, religion, closing, diversity and low level, because of things are all exist in the particular environment, the development of the administrative culture is also impossible to break the chains of"person and natural environment", it must be affected by many factors, such as natural economic environment, political environment and history cultural environment…etc. These factors perfect or not, decide the development degree of the administrative culture of national minority region directly.Through the analysis above-mentioned, we can get the administrative culture of the national minority region regardless of in administrative thought ideas or administrative sprit, administrative morals or administrative opinions, administrative psychology or administrative customs, is not match to the actuality environment because of various reasons. So the innovation of the administrative culture in national minority region is urgent, has the important meaning. The innovation of the administrative culture in national minority region contributes to decide the right administrative value mindset, insure the reform strength of the government ability, enhance the ability of the government in national minority region.After resolving the problem of"what", we will start to study the problem of how to develop and the direction of the development. Thus we elaborated the target and the paths of the innovation of the administrative culture in national minority region. To establish the target of the innovation of the administrative culture, we should not only adapt to the demand of the social development, promote the development of the administrative system, but also want to meet the request of the administrative culture development, promote the development of the administrative culture. At the same time, according to the history and realistic characteristics of the administrative culture in national minority region, we should reform the administrative culture, take out its bad, extract its essence. The innovation of the administrative culture in national minority region must achieve the change from the dependence to independence and autonomy, cure by people to by law, the management by experience to by science, the people from the minister to the participator.The right target of administrative culture still needs the scientific method and paths to carry out. Only this, the innovation of the administrative culture would be pushed forward smoothly. This thesis would analyze from three aspects of setting up the administrative opinion of independence, autonomy by law and participate in the political life; build and perfect the administrative system of the regional national autonomy, talent people selection and national cadres training; create a harmonious, equal and rally environment. And then bring forward the suggestions to achieve the innovation of the administrative culture in national minority region.
